Tuesday, Feb. 27

• At 12:31 p.m. an adult male reported hand tools and power tools were missing from the shed at his residence on the 500 block of Lincoln Street.

Wednesday, Feb. 28

• At 9:50 p.m. police cited Jacob Paul Fogarty, 19, of Winona, for underaged consumption of alcohol and underaged person in possession of alcohol at Saint Mary’s University.

Thursday, March 1

• At 1:46 a.m. police reportedly spotted two vehicles racing on East Broadway, and clocked their speed initially at 70 mph before locking in at 59 mph as the two approached the stop sign at Mankato Avenue. David Uriel Alatorre, 22, of Winona, and Aunesti Deanne Kostka, 23, of Winona, were both cited for reckless driving and speeding.
• At 7:45 a.m. police received a report that a vehicle parked at 10th and Laird streets had been spray painted and its tires were slashed sometime overnight.
• At 12:21 p.m. police received a report of a suspicious person on the 300 block of West Seventh Street.
• At 5:53 p.m. police cited Brandon Scott Hetke, 33, of Winona, and Robert John Sammann, 58, of Winona, with disorderly conduct after the two allegedly engaged in a “road rage” altercation that ended near the parking lot at Shopko.
• At 8:37 p.m. police received a report from an adult female on the 300 block of Mankato Avenue that her driver’s license and debit card had been stolen.

Friday, March 2

• The Winona County Attorney’s Office filed charges of malicious punishment of a child and domestic assault causing harm against Rachel Julie Smith, 35, of Winona. According to the criminal complaint, on February 12 Smith hit the victim in the head several times, pulled her hair, shoved her down the stairs and pushed her outside a residence when the victim was only wearing a shirt and underpants.
• At 1:59 a.m. police received a call from a resident on the 150 block of Vine Street about a suspicious male peering in the window. The caller said he or she had waited about an hour before calling police.
• At 2:15 a.m. police received a report of a vehicle stuck on the railroad tracks near Bay State Milling. At 2:33 a.m. police noticed a vehicle that matched the description at Fifth and Center streets and after looking up the license plates determined the owner had a revoked driver’s license. Officers stopped the vehicle and the driver, Nathan Andrew Johnson, 22, of Albert Lea, Minn., reportedly showed signs of intoxication and was arrested for driving while intoxicated with a blood-alcohol content measured at .11 percent.
• At 3:14 a.m. police received a report that a man attempted to pass a $20 counterfeit bill at the Kwik Trip at Huff and Sarnia streets. The clerk recognized the bill as fake.

Wednesday, Feb. 28


• At 7:11 p.m. police were called to Elba on a report of a gas drive-off and a related hit-and-run collision. Jamie David Buck, 35, of Chatfield, allegedly drove off without paying for $30.16 in gas. A witness reportedly got into his vehicle and followed the suspect vehicle up County Road 26. At the top of the hill, Buck allegedly stopped, put his vehicle into reverse, and rammed into the witness’ vehicle at a high rate of speed causing significant damage, then turned around and sideswiped the vehicle. The vehicle reportedly driven by Buck was found abandoned nearby, and a State Patrol helicopter found Buck and a passenger in a wooded area. Buck was arrested on a warrant and charged with theft and second-degree assault. Deputies also secured a warrant for a sample of his blood to test for controlled substances.
• At 9:44 p.m. police were called to a residence on County Road 12 on a report of a domestic disturbance. Benjamin Michael Vieth, 21, of Winona, allegedly jumped on top of a 49-year-old woman during a struggle over a cellphone. He was arrested for domestic assault.

Thursday, March 1

• At 4:39 p.m. deputies were called to a residence on County Road 33 near Utica on a report of a domestic dispute. A 16-year-old Utica girl and a witness told deputies that Clayton James Burkholder, 18, of Utica, threatened her, choked her and struck her. He was arrested on charges of felony terroristic threats, felony domestic assault by strangulation, domestic assault causing fear and domestic assault causing harm.
• At 8:31 p.m. deputies stopped a vehicle at Third and Huff streets for having a taillight out. The driver, Marjorie Sarah Mountain, 33, of Stockton, was arrested on charges of fifth-degree possession of a controlled substance — methamphetamine after several packages that contained a substance that field-tested positive for the presence of the drug were located on her person. A warrant for a blood sample was issued to test to determine whether she was driving under the influence of the drug.

Friday, March 2

• At 3:03 a.m. deputies received a report of a driver “all over the road” on Highway 61 headed toward Winona. A vehicle driven by a 41-year-old Elroy, Wis., man was stopped at Huff and Sarnia streets. Deputies observed signs that he may have been under the influence of a controlled substance and arrested him on the suspicion of driving under the influence of a controlled substance. Deputies secured a warrant for his blood and charges are pending a blood test.
