Winona Police

Tuesday, November 5

• At 3:47 p.m. officers ticketed William Arthur Pickard, 52, of Winona, with theft by shoplifting at Fleet Farm.

Wednesday, November 6

• At 12:08 a.m. officers ticketed Crystal Lynn Pagel, 41, of Winona, with possession of a small amount of marijuana in a motor vehicle on West Fifth and Orrin streets.

• At 9:17 a.m. officers arrested Dominick Eugene Brown, 32, of Winona, and referred him to the county attorney for potential charges of felony violation of an order for protection after he reportedly called a woman who holds an order for protection — a type of restraining order — against him. Brown was arrested and the potential charge was elevated to a felony because of his prior convictions, police officials stated.

• At 1:11 p.m. officers cited Eidesha Charray Gurley, 36, of Winona, and Ikea Tatajvoni Vanesha A. Thomas, 29, of Winona, with theft by shoplifting after Fleet Farm employees allegedly saw them stealing clothes from the store. The women reportedly returned the clothes after being confronted by employees.

• At 1:49 p.m. officers cited Quintarsa Starr Malone, 48, of St. Paul, Minn., and Elijah Timothy Soberg, 18, of Maple Hill, N.C., with theft by shoplifting after they allegedly stole merchandise with a value of $90 from Walmart.

• At 3:35 p.m. multiple witness reported seeing a motorist side swipe a parked car on the 50 block of East Third Street and then drive off. Witnesses provided a license plate number, and the investigation is ongoing.

• At 8:48 p.m. officers arrested Jeremy Allen Devine, 29, of Chicago, and referred him to the county attorney for potential charges of third-degree driving while intoxicated after responding to a report of a disturbance at a residence near Fifth and Vine streets. A witness told officers that one of the parties involved in the disturbance, Devine, had driven away in a vehicle. Another officer stopped Devine at Broadway and Johnson Street and reportedly noticed a strong odor of alcohol on his person. A breath test reportedly measured Devine’s blood alcohol content at 0.18 percent.

Winona County

Wednesday, November 6

• Between 3 a.m. and 10 a.m. deputies responded to 20 drivers stuck in the ditch and other snow-related motorist-assistance calls.

• At 9:46 p.m. deputies responded to a one-vehicle crash at Millard Road and Fremont Drive southeast of St. Charles in which a 21-year-old St. Charles man suffered minor injuries. The man was heading west on snow-covered Fremont Drive and reportedly swerved to avoid a deer. His vehicle went off the road into a ravine, hit a rock wall, and rolled. The St. Charles Ambulance Service transported the man to a hospital for treatment.

Winona County Attorney

Wednesday, November 6

• Following a Winona County Sheriff’s Office investigation, prosecutors charged Caleb Charles Kasten, 23, of La Crescent, with gross-misdemeanor criminal vehicular operation and fourth-degree driving while intoxicated after he was involved in a crash that injured two people. A blood test measured Kasten’s blood-alcohol content at .072 percent, according to the complaint.
