Winona Police 

Thursday, September 24

• At 11:16 a.m. police assisted the fire department at the scene of a vehicle on fire in the Walmart parking lot. 

• At 6:23 p.m. police assisted the fire department at the scene of a vehicle on fire on the 600 block of Franklin Street. Police said the two fires are under investigation. 

• At 10:55 p.m. police issued a warning for a noise violation on the 50 block of West Sarnia Street. The tenant reportedly was playing loud music, and it did not appear as they were hosting a party, according to police.

Friday, September 25

• At 12:50 a.m. police observed a man rifling through an industrial dumpster at Second and Huff streets. Officers cited the man, Ricky Gene Broberg, 52, of Winona, with violating the city’s trash-picking ordinance. During the encounter, an officer reportedly observed knives in the man’s pockets, and when asking him to remove them, observed drug paraphernalia and a bag containing a substance that field-tested positive for methamphetamine. He was arrested and referred to the county attorney for a potential charge of fifth-degree possession of a controlled substance. When entering the jail, staff reportedly found a bag that contained .04 grams of methamphetamine. 

• At 4:32 a.m. police received a report from an adult male that one tire on three different vehicles all appeared to have been punctured sometime overnight. 

• At 8:51 a.m. a rail car reportedly derailed near 750 East Front Street as it was being unloaded. The incident is still under investigation. 

• At 8:27 p.m. officers arrested Hunter Matthew Mccutchen, 24, of Winona, and referred him to the county attorney for potential charges of second-degree assault, domestic assault by strangulation, domestic assault causing fear and harm and interfering with a 911 call. He allegedly wrestled someone to the floor and put his forearm against their throat, choking them. He then allegedly sat on them as they sat in a chair, slapped their face and again put his forearm against their throat and caused them to choke. He also allegedly got a knife and forced his way into a bathroom, then took the victim’s phone from them as well. 

Saturday, September 26

• At 12:39 a.m. officers cited Sean Justin Mohan, 18, of Winona, with hosting a loud party on the 750 block of West Fourth Street. Officers also cited Joseph Ryan Demor, 18, of Plymouth, Minn., with fleeing on foot and underaged consumption of alcohol. About 30 to 40 people were dispersed from the party, according to the report. 

• At 1:44 a.m. officers referred Morgan Vicenzo Ryskoski, 19, of Waconia, Minn., to the county attorney for a potential charge of driving while intoxicated. Officers reportedly saw a vehicle operated by Ryskoski almost hit other vehicles on Broadway and Huff Street. A breath test reportedly measured his blood-alcohol content at 0.11 percent. 

• At 7:17 p.m. officers arrested Kyle Elliot Paulson, 37, of Winona, and referred him to the county attorney for a potential charge of fifth-degree possession of a controlled substance. Paulson reportedly had oxycodone tablets.

Sunday, September 27

• At 1:04 a.m. officers referred Jose Miguel Torres Rodriguez, 46, of Winona, to the county attorney for a potential charge of driving while intoxicated after reportedly pulling him over initially for having a suspended object hanging in his vehicle on Third and Huff streets. A breath test reportedly measured his blood-alcohol content at 0.11 percent. 

• At 1:35 a.m. officers cited Mackenzie Reagan Sullivan, 20, of Cross Prairie, Wis., with underaged consumption of alcohol on 11th and Huff streets. 

 

Winona County 

Thursday, September 24

• At 8:19 p.m. deputies were called to the Stockton Trailer Court on Hickory Lane on a report of juveniles exposing themselves to one another. The incident is under investigation. 

Friday, September 25

• At 10:01 p.m. deputies arrested Brady John Barton, 24, of La Crescent, Minn., and referred him to the county attorney for a potential charge of driving while intoxicated. He was reportedly pulled over initially for having a headlight out on Highway 61 and Huff Street. A breath test reportedly measured his blood-alcohol content at 0.18 percent. 

Saturday, September 26

• At 9:19 a.m. a woman’s arm was reportedly struck and grazed by a bullet while she sitting on a screened-in porch after duck hunters reportedly fired toward her accidentally while hunting on Bollers Lake. She was not hospitalized. The incident is under investigation. 

Sunday, September 27

• At 3:44 a.m. deputies arrested Ethan Antony Lillie, 23, of Wanamingo, Minn., and referred him to the county attorney for a potential charge of driving while intoxicated on I-90 near mile marker 233. A breath test reportedly measured his blood-alcohol content at 0.09 percent.
