Police: Felon fired gun at person during fight

An 18-year-old Winona man was referred to the county attorney for potential charges of second-degree assault, reckless discharge of a firearm and being a felon in possession of a firearm after reportedly discharging a gun several times toward another person at about 7 p.m. on June 24 near Seventh Street and Druey Court. No injuries were reported. 

Winona Police Department officers were called to Seventh Street and Druey Court on a report of a disturbance. Individuals at the scene told officers that Kasius Jehmier Starks, 18, of Winona, fired a gun at someone before running into an apartment in the area, according to the report. Officers found Starks and a .22-caliber gun near him in the apartment, according to the report.
