Winona Prevention Coordinator recognized by state group

Winona County Alliance for Substance Abuse Prevention (ASAP) Coordinator Phil Huerta was nominated as board chair for the Minnesota Prevention Alliance (MPA). MPA is a multi-sector collaborative of citizens and professionals from across the state. The alliance focuses on state level advocacy, policy influence, and youth engagement. Issues it addresses include alcohol, marijuana, and opioid or prescription drug abuse.

“Energy has been growing in the prevention field and within this group, and I am excited to serve as chair to help create a unified voice across Minnesota for preventing substance abuse, particularly among our youth,” said Phil Huerta, program coordinator for ASAP.

MPA consists of more than 20 individuals from community coalitions, Minnesota Department of Human Services Behavioral Health Division, Minnesota Department of Health, Minnesota Prevention Resource Center and other organizations supporting substance abuse prevention.

MPA meets quarterly in St. Cloud, Minn., to hear from field experts and discuss advocacy tools for preventing substance abuse. These meetings are also an opportunity for professionals and community members who want to make a greater impact to network and share resources or programs with others from around the state. MPA is advocating for measures to prevent opioid abuse and recreational marijuana in the coming legislative session. You can learn more at or follow the group on Facebook or Twitter, @MPAalliance.

Huerta is a licensed alcohol and drug counselor, and has been working in substance abuse prevention with the ASAP coalition for three years. He has been involved with MPA over the last two years and will serve a two-year term as chair.

ASAP is a coalition of community members devoted to cultivating a drug-free culture for youth in the Winona area. To learn more please visit
