Tuesday, June 11

• At 11 a.m. police cited Ryan Robert McCaffrey, 40, of Winona, with violating a domestic abuse no-contact order after he was reportedly seen with the person who holds the order at the Kwik Trip on Highway 61.

• At 3:35 p.m. police cited Michael Joseph Anderson, 64, of Winona, with violating a restraining order after the person who holds the order reported that he had left her multiple voicemails.

Wednesday, June 12

• At 8:45 a.m. police arrested Richard Edwin Garfield, 40, of Winona, and referred him to the county attorney for a potential charge of second-degree assault with a dangerous weapon after he allegedly threatened a man with a knife and said he would “slice [him] up” on the 350 block of Mankato Avenue.

• At 11:30 a.m. Richard Wallace Grotjahn, 51, of Winona, was charged with possession of stolen property after he was allegedly found with a motorcycle that had been reported stolen from Rochester, Minn.

Thursday, June 13

• At 2:36 a.m. police arrested Forrest Aaron Bosch Weinstock, 32, of Winona, and referred him to the county attorney for potential charges of intent to escape motor vehicle tax, failure to provide proof of insurance and having no Minnesota driver’s license after he allegedly removed a registration tab from a license plate in a scrap yard and placed it on his vehicle.

• At 10:12 a.m. a Winona man reported that someone stole two fishing rods and a tackle box from his unlocked vehicle on the 200 block of West Broadway. The items had a total value of $375.

• At 6:44 p.m. police arrested Curt Arther Marson, 46, of Caledonia, and referred him to the county attorney for potential charges of indecent exposure, public urination and disorderly conduct after he allegedly urinated outside Target and yelled at employees and customers inside the building.

• At 6:50 p.m. police cited to Chase Randall Hawley, 19, of Winona, for trespassing at Walmart.

• At 9 p.m. police arrested Joseph Edward Anthony Smalley, 30, of Wabasha, for allegedly violating probation and cited him with fleeing police after officers responded to a disturbance near the intersection of 11th and Liberty streets and reportedly found that Smalley had been drinking.

Friday, June 14

• At 12:59 a.m. police arrested Chanler Nicole Kissel, 19, of Winona, and referred her to the county attorney for a potential charge of fourth-degree driving while intoxicated after she was stopped for allegedly having an object suspended from her rear-view mirror. She reportedly had a blood-alcohol content measured at .14 percent.

• At 10:51 a.m. a La Crescent woman reported that multiple pieces of jewelry with a value of $5,500 had gone missing from her residence on the 31000 block of Old Mill Road in Dresbach.

Thursday, June 13

• At 9:15 p.m. deputies arrested Sean Patrick Stock, 32, of Philadelphia, Penn., and referred him to the county attorney for a potential charge of fourth-degree driving while intoxicated after they received a report of a semi driving all over the road on I-90 near mile marker 270. Stock reportedly showed signs of intoxication, and had a blood-alcohol level measured at .11 percent.
