• At 3:31 p.m. a Winona woman reported the theft of $50 in cash from an unlocked office at Winona State University on the 200 block of West Eighth Street.
• At 5:04 p.m. police arrested Marcel Nigel Coker, 41, of Winona, and referred him to the county attorney for a potential charge of fifth-degree theft after he was reportedly allowed into an apartment by one of the tenants and stole several miscellaneous small items.
Wednesday, September 4
• At 9:41 p.m. officers arrested a 17-year-old Winona boy and referred him to the county attorney for potential charges of domestic assault causing fear following a call from a residence on the 250 block of East Seventh Street. Officers received a call from a complainant who alleged the boy was screaming and clenching his fists, according to police.

Thursday, September 5
• Prosecutors charged Dustin Troy Williams, 36, of Rochester, Minn., with fifth-degree possession of a controlled substance, introducing contraband into a jail, possession of drug paraphernalia, and giving a false name to police following a Winona Police Department (WPD) and Winona County Sheriff’s Office investigation. At around 1:21 a.m. on Thursday, a WPD officer stopped a car in which Williams was riding for failing to use a turn signal, then recognized Williams as wanted for arrest. Williams reportedly told the officer his name was Brett. The officer arrested Williams and reportedly found a pipe with him that field-tested positive for methamphetamine residue. After booking at the Winona County Jail, jailers noticed Williams making unusual movements while using the toilet in his cell. Jailers then found a substance in the cell that field-tested positive for methamphetamine.
