Winona Police 

Tuesday, June 9

• At 7:16 p.m. officers arrested Logan Edward Kempen, 18, of Winona, and referred him to the county attorney for a potential charge of fourth-degree assault. According to the report, officers were called to the 1450 block of Heights Boulevard on a report of an “out of control” man. The man, Kempen, ultimately went to Winona Health for an evaluation, according to the report. While at Winona Health, Kempen reportedly threw items in a room and shoved an officer. 

• At 10:19 p.m. a man reported that a black and yellow moped was stolen on the 300 block of West Fourth Street. 

Wednesday, June 10

• At 12:19 p.m. officers received a report that someone broke the window of a parking garage at Bluffview Estates, entered the parking garage and stole two bicycles. 

Thursday, June 11

• At 2:53 p.m. officers received a report that someone drilled the lock of a soda machine and stole some money and soda from inside the machine on the 400 block of East Sarnia Street. 

Friday, June 12 

• At 5:30 a.m. a man reported that someone stole a phone charger, Bluetooth charger and small amount of money from a vehicle on the 100 block of West Third Street. 

• At 5:44 p.m. a woman reported that eight CDs were stolen from a vehicle on the 600 block of East Fifth Street. 

• At 11:57 p.m. officers ticketed Jeremy Lee Bobo, 42, of Winona, with theft by shoplifting and driving off without paying for gas at the Kwik Trip on Highway 61 and Homer Road. 

Saturday, June 13

• At 2:44 a.m. officers received a report that a door of a residence was kicked in on the 650 block of East Third Street. Nothing was taken, according to the report. 

• At 7:41 a.m. officers arrested Adam James Glende, 36, of Winona, and referred him to the county attorney for potential charges of fifth-degree possession of a controlled substance, driving after revocation, intent to escape motor vehicle tax, receiving stolen property and not having proof of insurance on Fifth Street and Mankato Avenue. 

Sunday, June 14

• At 1:14 a.m. officers arrested William Henry Emmons, 60, of Winona, and referred him to the county attorney for potential charges of fifth-degree domestic assault causing fear and harm on the 700 block of West Broadway. 

• At 5:57 a.m. a man reported that the windshield of a vehicle was broken and a mirror of the vehicle was broken off on the 50 block of East Mark Street. The vehicle was also scratched, according to the report. 

• At 7:23 a.m. officers ticketed Marcus William Hickey, 19, of Neenah, Wis., with underaged consumption of alcohol and disorderly conduct after he was reportedly found unconscious on the peak of a roof on the 300 block of Washington Street. 

• At 1:37 p.m. officers arrested Devon Allen Hemmelman, 19, of Rollingstone, and referred him to the county attorney for potential charges of gross-misdemeanor test refusal and fourth-degree driving while intoxicated after he was reportedly found unconscious behind the wheel of a vehicle near the spillway by Prairie Island. 

• At 4:30 p.m. officers ticketed Chase Michael Wehner, 21, of Winona, with theft by shoplifting at Walmart. 

 

Winona County 

Tuesday, June 9

• At 4:35 p.m. deputies responded to a report of a one-vehicle crash with injuries on the 25000 block of County Road 17. According to the report, the vehicle was northbound on County Road 17 when it ran off the left side of the road and hit an embankment, causing it to go back onto the road. The man driving the vehicle was taken to Winona Health for the treatment of injuries. Deputies are still investigating the incident, and it is believed alcohol played a role, according to the report. 

Thursday, June 11

• At 3:58 p.m. deputies arrested Raymond Severt Barsness, 71, of Winona, and referred him to the county attorney for a potential charge of second-degree driving while intoxicated on the 27000 block of Harbor Drive.  

• At 6:57 p.m. deputies arrested Gary Arthur Thelen, 36, of Rollingstone, and referred him to the county attorney for potential charges of domestic assault by strangulation, second-degree assault and fifth-degree domestic assault. Deputies also referred a juvenile to the county attorney for potential charges of domestic assault by strangulation and fifth-degree domestic assault. According to the report, Thelen and the juvenile grabbed each other around the neck and hit and punched each other at Wilderness Campground. 

Friday, June 12

• At 9:14 a.m. a man reported that a shed was broken into on Country View Drive around June 10, and an air compressor, battery charger and antique handsaw were stolen. 

Saturday, June 13

• At 10:21 p.m. deputies arrested Lorri Ann White, 51, of Minnesota City, and referred her to the county attorney for a potential charge of misdemeanor domestic assault after responding to a report of a domestic situation near Lock and Dam Number 5.
