What is your belief regarding land use planning including conditional use permits, variances, updating the zoning ordinance, the role of the planning commission and the allocation of land as urban expansion versus agricultural/natural resources and so forth?

We need to balance landowner rights, the environment, other citizens and regulations. We have a comprehensive plan in place to act as a guide for land use. We have variances and conditional use permits to allow for the unusual and the unforeseen. These must be kept to a minimum. We need to allow the family farm to expand and survive. Along with the right to expand also comes the responsibility to keep our land and water safe. We have regulations in place that must be enforced and monitored to insure the safety of our water.

What is your vision for the county in regard to the structural setup of the county (i.e. campus plan or new jail, etc.), feedlots and farming, townships, fiscal allocations and/or services provided through county government?

We have a long-range plan for county facilities. I am not in favor of expansion until all other options have been explored. We will need a new jail but not until it is proven to be the most cost effective alternative. We need to continue to be fiscally responsible, and work with other governmental entities to keep the cost of government at a minimum.

If elected, what things would you work to change in the county and what would you work to preserve? How?

If elected I will continue the responsible management I have shown for the past 6 years. I will keep us one of the lowest taxed counties in the state.

I believe that all land use plans and ordinances need to be updated periodically. Conditional use permits are a necessity. Over the next 100 years Winona, St. Charles and Lewiston are bound to expand into the township areas. The state needs new rules on orderly expansion to bring sewer and water to expanding areas. I prefer to see all expansion outside of the valleys.

What is your vision for the county in regard to the structural setup of the county (i.e. campus plan or new jail, etc.), feedlots and farming, townships, fiscal allocations and/or services provided through county government?

We should sell the downtown Plaza. The county should expand where necessary next to the courthouse and courthouse annex across Third Street.

The question of a new jail has been studied to death. Cost comparisons projected over the next 25 years should dictate which way to go. If it is a toss-up, I would not build a new jail. If we are clearly going to save money then we should build a new jail.

I will push to have more stringent feedlot animal quotas.

If elected, what things would you work to change in the county and what would you work to preserve? How?

For the last six years, the county has been poorly managed. The board has seemed to drift without any real leadership. I would bring leadership back to the board. I would like to be open with the public.
