What is your belief regarding land use planning including conditional use permits, variances, updating the zoning ordinance, the role of the planning commission and the allocation of land as urban expansion versus agricultural/natural resources and so forth?

The county needs a new zoning ordinance to match the Comprehensive plan adopted in 2000. The old comp plan allows one non-farm dwelling per quarter, which promotes large rural non-farm parcels. A better plan, using planned unit development or transfer of development rights strategies would work better.

What is your vision for the county in regard to the structural setup of the county (i.e. campus plan or new jail, etc.), feedlots and farming, townships, fiscal allocations and/or services provided through county government?

The county should pursue the campus plan and the jail is still an important issue. Feedlot concerns have been met by adopting MCP 7020 rules, the open lot agreements and manure management plans. A larger concern is row crops on our rolling landscape, urban expansion construction and failing ISTS systems.

If elected, what things would you work to change in the county and what would you work to preserve? How?

I will work to accomplish the above issues and continue to be fiscally conservative on budgeting issues.

Biography

Semiretired farmer in Elba Township, live on a century farm, wife - Darlene, six children, five stepchildren, 22 grandchildren

What is your belief regarding land use planning including conditional use permits, variances, updating the zoning ordinance, the role of the planning commission and the allocation of land as urban expansion versus agricultural/natural resources and so forth?

My beliefs on land use include saving the bluff land and cluster housing when it fits the individual land area. Conditional use permits and variances are needed in specific cases. I feel there is room for expansion while protecting our good farmland and our natural resources.

What is your vision for the county in regard to the structural setup of the county (i.e. campus plan or new jail, etc.), feedlots and farming, townships, fiscal allocations and/or services provided through county government?

I drew up a plan for a campus while I was a commissioner before property around the courthouse was bought up by private interests. We could build up two stories on the human services building for more office space.

If elected, what things would you work to change in the county and what would you work to preserve? How?

If elected, I would work to sell the Plaza building and put it back on the tax rolls. I would like to see treatment alternatives for drug and alcohol offenders. We need to preserve our heritage.
