Where did all the tobacco money go?

With Minnesota’s $4.8 billion - $5.2 billion deficit, did you ever wonder where all the money from the tobacco settlement went? According to what I’ve read, Minnesota received $922 million between 2000 - 2005. This money was supposed to be used for the “general operation of the government.” Did this money just “evaporate?” Why weren’t the state’s expenses held in check over these past years? Why were we allowed to get into such a deep financial hole? Recent reports state that lawmakers are “scrutinizing” all spending to grapple with the shortfall. Why weren’t they doing this earlier?! I call into question their good stewardship of public money.
