Winona does right by allowing blufftop development

I was flabbergasted to read the good news of the Winona Post article, and find that the city’s Planning Commission and Board of Adjustment is not running as far amok with green-extremism as the county’s Planning Commission and Board of Adjustment.

The county’s bluffs ordinance, which I submit has been the backdrop for city ordinance over the years, is rife with wasteful bluff setbacks, and, additionally, with the Mississippi River Bluffs (MRB) overlay, which governs anything within a mile of the center of Highway 61.

The MRB is, stupidly, a blanket overlay over bluffs that are not even visible from the Mississippi Valley. In one instance, it was even used to impractically and wastefully limit the size of a solar energy project — ironically a scheme promoted by the radical greens — even though the proposed array would have not been seen from the river valley.

When I travel the river valley to and from the Twin Cities, I am pleased to see homes — rather than water towers, such as Winona’s — from the highways on both sides of the river. Over the millennia people have treasured living where there is a view. Some are suffering covetousness, or otherwise condescendingly claiming some environmental “moral high ground” should not be allowed to impose their minority views through the “police powers of the state” on those that pursue the quality of life, liberty, and their happiness, or on the interests of those developers that serve to fulfill the sought-after dreams of such home ownership.

The radical greens seek, nationally, through Agenda 21-themed programs, to force people into high-rises in high-density municipalities. Minneapolis, Minn., has even recently adopted ordinance changes that prohibit new single-family homes.

The silent majority of Winona County residents is better than that, and needs to be paying better attention to elections, and more often heard from. (It has always bothered me that those of influence in Winona will not speak out on ordinance issues and related property rights intended to be protected by our Founders’ Fifth Amendment.
