The facts don't support Broadway plan

Whenever Detective Joe Friday was working a case he always asked for “Just the facts ma’am, just the facts.” Following that advice, I asked for and received a copy of the pedestrian injury accident report in Winona from 2014 to May 2020. There were 38 total accidents, with four on Broadway. One was on Washington and Broadway on January 8, 2014. This was before the council wisely installed flashing lights on that intersection. One on Baker Street and Broadway. Broadway is a two-lane street in that area. One on Broadway and Center, and one at Kwik Trip’s store at 770 East Broadway. That one occurred in Kwik Trip’s parking lot.

I would like to point out that there were no pedestrian injury accidents on Broadway between Huff and Main, and at Broadway and Liberty in the time period the council established the improvements unanimously passed on July 20, 2015.

Also during this time period, there were five pedestrian accidents on Fifth Street, four on Main Street, three on Third Street, three on Sarnia, three on Johnson, and fewer on other streets throughout the city.

I also asked for and received a copy of the bicycle versus automobile accident report in Winona from 2014 to May 2020. There were a total of 69 accidents, of which 16 of them involved Broadway. Of the 16, three were on Broadway where it is a two-lane street. Eight of the 16 were at controlled intersections (either pedestrian activated flashing lights or traffic lights). Three were on Broadway in area between Huff and Main. Specifically, they occurred on Broadway at the intersections of Huff, Main, and Washington streets. The accident on Broadway and Washington occurred after flashing lights were installed, making all three at controlled intersections.

The remaining 43 accidents were spread throughout the city, mostly on Huff, Main, Fifth, Mankato, and Lafayette streets. Incidentally, there was only one accident on Seventh Street, which is already the designated bike route.

Once again, in my humble opinion, the council made the right decision in 2015. The community can work together to expand on those initiatives and improve pedestrian, bicycle, and automobile safety throughout the city.
