City formulate fines, punishments for serving minors

With lights flashing and sirens blaring, the police and fire
departments of Winona, Goodview and even Lake City escorted the
tired but thrilled Winona High Adapted Floor Hockey team through
town toward a state championship victory celebration and imminent
baldness for several of the team's coaches at the Winona Middle
School.
