McNally sues city over Bluffview assessments
Developer Dave McNally has filed a civil lawsuit against the
City of Winona appealing the adoption of assessments for his
Bluffview Subdivision, charging the city's actions amount to
the "taking of property without just compensation."

County teen pregnancies over twice state average
According to the CFL survey, Winona County 12th grade girls
had a pregnancy rate more than 100% higher than the state average
of 5%, even though they reported diligent birth control use 8%
higher than their peers across the state (77%) and 76% say they
talked with every partner about pregnancy prevention.
