Although enrollment in Winona public schools has declined
over recent years, the percentage of high needs special education
students in District 861 has risen according to Special Education
Director Judi Vold at Thursday's school board meeting.

Thanks to new construction and a strong housing market, the
market value of Winona's residential and commercial property
climbed more than 11 percent last year, Winona County Assessor
Steve Hacken told the city council last week.
