NOTICE OF HEARING ON PROPOSED ASSESSMENT
FOR LOCAL IMPROVEMENT
NOTICE IS HEREBY GIVEN that the City Council of the City of Winona, Minnesota will meet at 7:30 p.m. on Monday, October 3, 2005 in the Council Chambers of the City Hall to pass upon the proposed assessment for the following local improvements:

The proposed assessment roll is on file for public inspection at the office of the City Clerk. Written or oral objections by a property owner will be considered at the hearing. No appeal may be taken as to the amount of any assessment unless a signed, written objection is filed with the Clerk prior to the hearing or presented to the presiding officer at the hearing.
An owner may appeal an assessment to district court pursuant to Minnesota Statutes 429.081 by serving notice of appeal upon the Mayor or City Clerk of the City within 30 days after the adoption of the assessment and filing such notice with the district court within 10 days after service upon the Mayor or City Clerk.
Property owners are also advised of senior citizens hardship special assessment deferral pursuant to Minnesota Statutes 435.193. Persons 65 years of age or older, or retired by virtue of a permanent and total disability, who can demonstrate that payment of the assessment would be a hardship, may make application for deferral. Such application must be filed in the office of the City Clerk from June 1 through August 15 of each year.
The City has established a department procedure pursuant to Minnesota Statutes 435.193 through 435.195.
The total amount of the proposed assessments is $201,088.98.
