NOTICE OF HEARING ON PROPOSED ASSESSMENT
FOR LOCAL IMPROVEMENT
NOTICE IS HEREBY GIVEN that the City Council of the City of Winona, Minnesota will meet at 7:30 p.m. on Monday, November 21, 2005 in the Council Chambers of the City Hall to pass upon the proposed assessment for the following local improvements:
Lakeview West Townhomes Phase 2 Utility Extension
The areas proposed to be assessed for such improvements are:

The proposed assessment roll is on file for public inspection at the office of the City Clerk. Written or oral objections by a property owner will be considered at the hearing. No appeal may be taken as to the amount of any assessment unless a signed, written objection is filed with the Clerk prior to the hearing or presented to the presiding officer at the hearing.
Property owners are also advised of senior citizens hardship special assessment deferral pursuant to Minnesota Statutes 435.193. Persons 65 years of age or older, or retired by virtue of a permanent and total disability, who can demonstrate that payment of the assessment would be a hardship, may make application for deferral. Such application must be filed in the office of the City Clerk from June 1 through August 15 of each year.
The City has established a department procedure pursuant to Minnesota Statutes 435.193 through 435.195.
The total amount of the proposed assessments is $49,622.39 plus interest at the rate of 7% per annum from the date of February 22, 2005 and interest from October 7, 2002 to February 21, 2005 at 7% totaling $1,031.36 due and payable with the first year payment.
February 22, 2005 was the date of Council acceptance of the plat and October 7, 2002 is the date of acceptance of the assessments for construction. This resolution on October 7, 2002 ordered interest to accrue from this date until acceptance of the final plat at which time interest accrues on a daily basis.
