SUBJECT: 14-Proposed Amendments to City Code Chapter 43, Zoning Code
On Monday, November 14, 2005 at 4:30 p.m. in the Council Chambers of City Hall, the Winona City Planning Commission will hold 14 public hearings to consider proposed amendments to City Code Chapter 43, the Zoning Code. The proposals, initiated by the Parking Task Force, are listed below:
Hearing 1. 43.36. Seeks to increase the required number of parking spaces for dwellings, hotels, lodging houses, rooming houses, fraternities and sororities. Seeks to add a parking requirement for college dormitories. Seeks to remove the parking requirement for rooming units.
Hearing 2. 43.37 (h). Seeks to allow gravel parking lots for residencies (up to eight spaces).
Hearing 3. 43.37. Seeks to allow only 50 percent of rear yard space in residential districts to be paved or graveled. Also seeks, however, to allow a minimum of three parking spaces regardless of the proportion of rear yard used.
Hearing 4. 43.37 (e) and 43.01. Seeks to disallow parking on the side yard of a corner lot (street side). Seeks to define the term "driveway."¯
Hearing 5. 43.37 (g). Seeks to disallow parking within ten feet of any dwelling, school, hospital or other institution for human care"”including the residence being served"”for parking areas for over three vehicles. Currently, the rule states that parking lots for over five vehicles have no minimum distance from the residence being served.
Hearing 6. 43.37 (g). Seeks to establish setbacks for residential parking lots. Setbacks are proposed to be the same as accessory uses.
Hearing 7. 43.37 (f). Seeks to require all parking for more than three vehicles to be screened from premises in any residential district or institutional premises. Currently screening is required for parking for more than five vehicles.
Hearing 8. 43.37 (d). Seeks to require all parking for multiple dwelling units to be on the same lot as the building required to be served.
Hearing 9. 43.37 (a) and (b). Seeks to establish size and access requirements for parking spaces.
Hearing 10. 43.37 (b). Seeks to allow "stacking"¯ of parking spaces beyond the minimum required number of spaces.
Hearing 11. 43.37. Seeks to require an off-street parking plan to be submitted for creation of any residential structure or conversion to a greater number of dwelling units in a residential structure.
Hearing 12. 43.01. Seeks to redefine the definition of family by reducing the number of unrelated individuals that can be classified as a family from five to three.
Hearing 13. 43.55, 43.57, 43.65.1, 43.58.2 and 43.01. Seeks to define "resident family"¯ as a family that resides in an owner-occupied home. Seeks to allow a maximum of two roomers to be kept by a resident family"”some residential zones currently allow four.
Hearing 14. 43.01, 43.58.2, 43.58. Seeks to redefine the term block. Seeks to allow a maximum of thirty percent of residentially-zoned lots (save for R-3 zone and nonresidential zones) per block to be certified for rental housing.
