Goodview City Board of Review meeting April 2, 2007 (04/18/2007)

Upon Roll Call: Mayor J.P. Weimerskirch, Councilmembers Dick Ledebuhr, Leon

Bowman, and Charlie Andring were present. Councilmember

Bruce Brinkman was absent.

The Mayor called to order the annual City Board of Review meeting at 5:02 p.m. Winona County Assessors Steve Hacken and Dave Kohner were present to respond to questions of value. The Mayor described the procedures for the meeting, which is to give all citizens an opportunity to voice their concerns about their property valuations. This meeting is the first step in the review cycle. The next step is the County Review, which will take place on Wednesday, June 13, 2007.

Mr. Dwight Lange, 3819 West 6th Street, parcel number 24.000.1070, was the only individual present. The majority of Mr. Lange's property is classified as residential, with the remaining portion being commercial. He pointed out a number of issues he is questioning, including the year the property was put on the tax rolls, the valuations of both the land and property being too high because he is still involved in a grievance with the contractor on certain structural issues, and the percent of the total property being classified as commercial being too high. He claims the entire property is over-valued based on the purchase price he bought the property at in April of 2006. Mr. Lange also pointed out the valuation has fluctuated over the years, but increased this year by $8,700 when there were no structural changes in the property from last year. Both Mayor Weimerskirch and Councilmember Bowman indicated they felt there should be some reduction because of these issues, but both felt they did not have the expertise to determine how much reduction should be granted. After a lengthy discussion it was determined the Council will suspend this Board of Review meeting, and reconvene on Monday, April 16, 2007, at 5:00 p.m., at which time Mr. Lange needs to present to Council documentation for the estimated costs to repair the structural issues in question. Once those figures are presented to Council they will recommend reducing the amount of Mr. Lange's valuation by the sum of those repairs if it is reasonable with the Assessor's Office. Mayor Weimerskirch and Councilmember Andring both indicated they would be willing to tour the property in question to get a better understanding of the issues discussed. That tour will take place on Monday, April 9, 2007, at 4:00 p.m.

The Mayor suspended the Board of Review meeting at 5:48 p.m.
