Goodview City Council Minutes (11/28/2007)

Consent Agenda: Councilmember Andring moved and Councilmember Bowman seconded to approve the Consent Agenda as presented. The

Agenda included the minutes of the October 15, 2007 regular City

Council meeting. All voted aye, motion carried.

Mr. Darrell Ehrlick, Editor of the Winona Daily News, was in attendance by the invitation of Councilmember Brinkman. The Council and Mr. Ehrlick engaged in a discussion concerning the editorial Mr. Ehrlick wrote on October 23, 2007 on the topic of the City of Winona and the City of Goodview merging. He indicated his reason for writing the article was to bring the topic back in front of the communities as a "what-if." Councilmember Brinkman expressed his concerns that the editorial was written without the details being researched before going to print. Mr. Ehrlick pointed out the editorial were the thoughts of the whole editorial board, and that he would welcome any comments on this article or any other. Councilmember Ledebuhr indicated he received a phone call from Ms. Darlene Luedtke concerning a fuel tank being stored in the backyard of 4745 West Sixth Street. The issue will be addressed by the Police Department in the near future. Councilmember Bowman questioned if there was any possibility of a residence on Harbor Drive in Minnesota City to hook into the City's sewer system. The City Administrator, Dan Matejka, will have Mr. Greg Volkart, the City's Director of Public Works, look into it. Councilmember Brinkman indicated he has heard nothing but great comments from the residents of Woodhaven I Estates about the looks of the project. Councilmember Andring asked if it would be possible to extend the hours the City's compost site is open on weekends. The City Administrator said he would look into it. Mayor Weimerskirch updated the Council on various meetings he attended over the previous week or so. These included a flood meeting on October 30, 2007 in LaCrescent put on by the Southeastern Minnesota League of Cities. Deputy Police Chief Kent Russell spoke on behalf of the City about how Goodview reacted during the flood. The Mayor and the City Administrator also attended a breakfast meeting at Winona State University put on by President Ramaley looking into economic development in the area through an outreach program. Finally, today (November 5, 2007) the City sponsored a joint meeting with many different State agencies (Homeland Security, MPCA, Dept. of Health, etc.) to discuss the possibility of the City applying for a federal mitigation grant to provide city utility services to the Saehler-Anderson and Gunderson sub-divisions of Rollingstone Township. This potential project is in the very early stages, but the Mayor told the Council the City's entire annexation policy may need to be looked at again in the very near future due to this project.

The Council reviewed the various Administrative Reports with very few questions or concerns. Mr. Matejka informed the Council the City did receive an 8.6% increase its health insurance rates from Blue Cross/Blue Shield effective January 1, 2008. Mayor Weimerskirch indicated he is still receiving phone calls on the need to have the drainage ditch in Sunny Acres cleaned out. The City Administrator informed the Council the City is working with a local contractor on solving the problem. The Council requested that a representative from the Fire Department be present at the first meeting of each month to answer any potential questions the Council might have about the department's report.

The report on building permits through October, 2007 was reviewed by the Council.

The November, 2007 Maintenance Department On-Call schedule was reviewed by the Council.

City Administrator Matejka informed the Council there is not enough room in the City's right-of-way on Eighth Street from 44th Avenue to Goodview School to allow for sidewalks. For that reason, he pointed out the Council will need to rescind the motion they made at the October 15, 2007 meeting to account for this lack of available space. Councilmember Bowman moved and Councilmember Andring seconded to rescind that motion. All voted aye, motion carried.

Councilmember Brinkman moved and Councilmember Ledebuhr seconded to renew the conditional use permit for Michelle Kohner at 6366 Fifth Street for one more year. All voted aye, motion carried.

Mr. Dennis Ellefson presented an initial proposal for a change in the platting of Brom Woods Estates. This change would be from twinhomes to single-level townhouses (some with basements), and would now face east and west instead of north. His main reason for this possible change is because the Brom Foundry has not been properly cleaned up, and these townhouses would not directly face the foundry. Plus, he indicated he believes it is a better use of the land. A few Councilmembers indicated they would like to have an on-sight look at the proposal to see the proposed layout. Councilmember Ledebuhr expressed concerns over the issues/problems with the foundry. Mr. Ellefson asked if the City could do anything with the clean-up of the foundry. The Mayor indicated the City is not involved in the agreement between the past and current owners of the foundry, but can suggest to them to work together to meet the stipulations of the purchase agreement. Mayor Weimerskirch pointed out since he didn't hear any objections of the initial proposal; the Council is giving Mr. Ellefson permission to proceed to the next step in the process which is to present a preliminary plat at a future meeting.

The Mayor reminded the Council the week of November 11, 2007 is National Education Week.

Councilmember Brinkman moved and Councilmember Andring seconded to adjourn. All voted aye, motion carried.
