Goodview City Council minutes (11/19/2008)
November 3, 2008

Lyle Ziegeweid complimented the work being done by Winona Excavating on the street and utility improvement project in the Saehler-Anderson sub-division. Mr. Volkart answered various questions from Ziegeweid about the project.

Councilmember Brinkman questioned where the residents of the newly annexed areas vote on Tuesday, of which he was told all residents of the City of Goodview vote at the Fire Hall.

The Mayor suspended the regular meeting and opened the public hearing on the proposed designation of a zoning district for the areas of Saehler-Anderson and Connaughty-Gunderson sub-divisions annexed to the City of Goodview on December 20, 2007 and April 16, 2008 respectively. This is a process the City needs to go through to zone all properties within the City. All properties within the designated areas would be zoned D-1 Dwelling District. Anyone wishing to have their individual property zoned differently will have to formally request such, in writing, by a date yet to be determined by City staff. The City will then hold a public hearing on the requests received as part of the regular City Council meeting on December 1, 2008. Councilmember Ledebuhr questioned if daycares are already a permitted use in a D-1 zone, or do they have to ask for a conditional use permit. The City Administrator indicated he will check into it, and report back to the Council. Councilmember Bowman questioned if the December 1, 2008 meeting is the proper time for the conditional use public hearing due to the fact it is already the date for the City’s Truth-in-Taxation (TNT) meeting. Mr. Matejka pointed out the City hasn’t normally seen high turnouts for the TNT meetings, so it should be fine to hold both hearings during the same Council meeting.

Joann Ziegeweid asked that her business of Flags & Poles Int’l. be grandfathered in. She was told the letter she has already submitted to the City will act as their formal request for public hearing purposes. She also asked if there are any fees associated with conditional use permits, of which she was told the normal fee is $85 for the permit plus cost of advertising the notice to the neighborhood. These fees will however be waived for any business which was in existence before the annexation took place. Councilmember Bowman moved and Councilmember Brinkman seconded to approve the initial designation of the areas indicated and discussed during this public hearing be D-1. The motion also included waiving all the fees for only the businesses that existed before the annexation dates. All voted aye, motion carried.

Councilmember Andring questioned if the new rescue squad the Fire Department is looking at is budgeted for, of which he was told no by the City Administrator. The fire personnel are just researching what is out there, and what something may cost. Mr. Matejka went on to inform the Council of the donations various City departments received from the Goodview Activity Group (GAG) in the month of October. They included $10,400 to the Police Department, $8,800 to the Fire Department, and $5,000 to the City for the Park Rec. program. The City will be receiving additional dollars before the end of the calendar year, once some final decisions are made as to the funds’ potential use. Police Chief Russell gave the Council an update on the status of filling both the Administrative Assistant and part-time investigator positions in his department.

The Maintenance Department on-call schedule for November, 2008 was reviewed by the Council.

The Council reviewed, and endorsed, the job point value of the Investigator/Patrol Officer position at 650 points, as recommended by City administration.



A one-year conditional use permit for Michelle Kohner at 6366 5th Street was granted.

Council called for a special meeting Thursday, November 6, 2008, for the sole purpose of canvassing the general election of November 4, 2008.

The City Administrator handed out a flyer from the Winona County Assessor’s office about the training provided to local government officials to conduct their local Boards of Appeal and Equalization. Mr. Matejka also gave the council an overview of his latest conversation he had with representatives from both Congressman Walz’s office and Senator Coleman’s office concerning the $3 million the City has been “authorized” to receive to help cover the costs of the two water treatment plants being built. The legislators are still working on getting the funds “appropriated” for the project at the Federal level.

Special Meeting – City Board of Canvass

November 6, 2008

The City Administrator gave the Council a review of the closing procedures which took place at the Goodview election polling place that caused a delay in the reporting of the voting.

Councilmember Andring moved and Councilmember Bowman seconded to certify the results of the General Election held on November 4, 2008 as presented. All voted aye, the motion carried.

Councilmember Bowman recommended new Councilmember Steve Baumgart be the Councilmember representing the City on the Garvin Brook Watershed Committee. Formal action on this matter will take place at the organizational meeting on January 5, 2009.
