•At 11:30 p.m. police were called to the Maplewood Townhomes on a report of a two-year-old boy who was left alone and wandering around in the cold wearing only a shirt and shorts. The boy had gone to a neighboring residence looking for his mother, and when police arrived they found a five-year-old and eight-year-old also unattended at the residence. Police contacted the mother, Roseanna Latise Laws, 26, of Winona, and made arrangements for the children to stay at a neighbor’s home. A similar incident happened on Sunday morning, when the police found the children again unattended at the residence. Laws returned home and claimed she hadn’t been gone long, but police said they had been there with the children for about an hour when she arrived. Her blood alcohol content was measured at .07 percent. Police arrested Laws and referred her to the county attorney for potential charges of gross misdemeanor child neglect.
