ĽAt 4:01 a.m. police were called to the 500 block of East Sarnia Street on a report of a man passed out behind the wheel in a vehicle parked on the street. Police found Randy Walter Vander Zanden, 51, of Winona, asleep behind the wheel with the keys in the ignition and cited him for driving while intoxicated with a blood alcohol content measured at .14 percent.
ĽAt 10:29 a.m. police were called to assist fire department personnel at a residence on the 1000 block of East Seventh Street. Police said an outdoor wood burner was being used inside the residence to burn plastic and trash, and the home was filling with smoke. When no one answered the door police entered the residence and fire department staff extinguished the fire. The resident, who arrived home a short while later, Donald James Loken, 66, of Winona, was cited for open burning.
Thursday, July 14
ĽAt 7:58 p.m. police cited Andrew James Przybyiski, 23, of Winona, for having a loud stereo in a motor vehicle after he was observed playing music too loudly at Sarnia and Main streets.
ĽAt 6:32 p.m. police cited Pamela Jo Clobes, 39, of Plainview, for theft by shoplifting after she allegedly tried taking $57.20 in items from Walmart without paying for them.
Friday, July 15
ĽAt 2:38 a.m. police were called to the 500 block of Center Street on a report of an intoxicated person. Jorge Luis Burns, 20, of Excelsior, Minn., was cited for minor consumption of alcohol with a blood alcohol content measured at .19 percent.
Tuesday, July 12
ĽAt 9:10 p.m. police were called to a residence on Park Road in St. Charles on a report of a burglary. A TV, bow, and four guns valued at just under $3,000 were reported missing. Police said someone pried open the front door to gain entry.
Thursday, July 14
ĽAt 6:32 p.m. police observed a vehicle traveling southbound on Highway 61 near County Road 32, which made a u-turn at the intersection and nearly hit the squad car. The officer stopped the vehicle and the driver, John Edward Brunner, 69, of Cape May, New Jersey, showed signs of intoxication. Police said there were empty beer cans and an empty bottle of vodka in the vehicle. He was cited for fourth degree driving while intoxicated with a blood alcohol content measured at .17 percent.
