Winona Police
Friday, July 15
•At 2:35 a.m. police arrested Jason Thomas Peshon, 38, of Winona, near Fourth and Olmstead streets. A urine test reportedly indicated Peshon had cannabinoid, hydrocodone and amphetamine in his system. Peshon is being referred for possible charges of fourth degree driving under the influence of a controlled substance, possession of drug paraphernalia, and fifth degree possession of a controlled substance.
Saturday, October 29
•At 2:04 a.m. police were called to the 600 block of East Sarnia. Matthew John Vinson, 25, of Onalaska, Wis., was cited for fifth degree assault in connection with allegedly punching two men.
Wednesday, November 9
•At 1:45 p.m. a juvenile male was cited for possession of synthetic marijuana at the Family and Children’s Center after a bag filled with a green substance was allegedly found inside his sweatshirt.
Friday, November 11
•At 10:28 a.m. officers responded to Fifth and Olmstead streets on a report of an unresponsive male. Devin Lee Polus, 24, allegedly said he had used “plant food”, also known as “mephadrone,” the prior evening. Officers located a powdery, white substance on a foil. Polus was on probation and was placed on a 72-hour hold and referred for possible charges of fifth degree possession of a controlled substance and probation violation.
Saturday, November 12
•At 11:35 a.m. police received a report that a case of Boy Scout popcorn had been stolen from a vehicle located in the 1200 block of West Fourth Street.
•At 9:12 p.m. police received a report that a rear window had been broken out of a vehicle parked outside Kentucky Fried Chicken at 1558 Service Drive.
•At 9:52 p.m. officers responded to the 900 block of Bruski Street. Peter Michael Kirsch, 33, of Crowley, Louisiana, was cited with disorderly conduct for allegedly kissing a female’s cheek.

• Officers issued 86 citations for alternate-side parking violations.
Winona County
Thursday, November 10
•At 10:39 p.m. an officer observed a pickup stopped on Highway 61. The officer reportedly detected an odor of alcohol inside the vehicle and the driver, Scott Adrian Sabotta, 54, of Winona, had bloodshot eyes and slurred speech. A breath test estimated a blood alcohol content of 0.13 percent. Sabotta was referred for charges of fourth degree driving while impaired.
