Friday, April 6

At 1:00 a.m. deputies arrested Nicole Erin Kwosek, 18, of Minnesota City, for fourth degree driving while intoxicated, under 21 drinking and driving and underage consumption after officers noticed her car with the headlights on parked at K-Mart. When officers approached the vehicle Kwosek told them she was waiting to feel better to drive and she had been punched in the eye at a party. Kwosek had a blood alcohol content of .14 percent.

Sunday, April 8

At 4:31 p.m. deputies arrested Sheila Marie Johnson, 39, of Winona, for a controlled substance crime in the fifth degree after she was stopped for speeding, following too close, and improper parking. Officers first noticed Johnson when she ran from a residence to her vehicle, which was parked facing the wrong direction on Fifth Street. Officers reported that Johnson was shaking, had body tremors, and was talking quickly. Upon searching Johnson’s wallet, officers found a small straw and a bindle with a white powdery substance. The substance tested positive for Methylenedioxyphentermine.

At 12:27 p.m. police responded to a report of theft from a storage shed located near Hwy 74 in St. Charles. It was reported that during the night someone had taken a hunting bow valued at $1,400, a chainsaw valued at $342, an oxygen torch kit valued at $500, and a ¾ inch dry socket set valued at $200. It was reported that the same shed was robbed again the next night. Taken was a Sears floor jack valued at $80, a 6,500 watt generator valued at $1,200, a Honda generator valued at $800, three 6-volt batteries valued at $200, an 18-inch red pipe wrench valued at $40, a 1997 Bombardier snowmobile valued at $1,500, a 2000 Bombardier snowmobile valued at $2,500, a 1998 Polaris snowmobile valued at $1,500, a 2009 Bombardier snowmobile valued at $8,000, a trailer valued at $3,800, and $350 worth of hunting and work clothes.



Friday, April 6

At 8:52 a.m. police responded to a report of the theft of a Veolia garbage can from the boulevard of an address located on the 550 block of West 10th Street.

At 10:18 a.m. it was reported that a Twins flag and a 3-foot personalized concrete sign was taken from a yard located on the 550 block of East Seventh Street.

At 3:40 p.m. police ticketed Allison Marjorie Tjossem, 27, of Minnesota City, for theft by shoplifting after she allegedly took $113.34 worth of clothing and accessories from Wal-Mart.

Saturday, April 7

At 5:04 a.m. police arrested Ryan Joseph Heinlen, 19, of Winona, after an employee interrupted him while he was attempting to rob Anderson Fertilizer, located at 1020 East Second St., wearing only socks and boxer shorts. When officers failed to locate Heinlen at the burglary scene, they attempted to find him at an address located on the 850 block of East Mark Street. Officers reported Heinlen’s vehicle rapidly accelerating away from the residence and he was eventually stopped near Hwy 61 and Mankato Avenue. Heinlen was referred to the Winona County Attorney’s office for fourth degree burglary, minor consumption, third degree test refusal, fourth degree criminal damage and fourth degree driving while intoxicated.

At 11:44 p.m. police arrested Albert Lee Ward, 29, of Winona, for felony domestic assault, fleeing on foot, trespassing, and domestic assault — fear after he attempted to enter a residence in the Maplewood Townhomes. The complainant said Ward has harmed her before. When police arrived on the scene, Ward ran away and was later found hiding in the 1700 block of West Seventh Street.

Sunday, April 8

At 11:46 p.m. police arrested Timothy Michael Peterson, 44, of Holmen, for fourth degree driving while intoxicated, third degree test refusal, no proof of insurance and no Minnesota drivers license after he was found parked suspiciously in the Sinclair parking lot located at 50 Riverview Drive. Peterson had a blood alcohol content of .27 percent.

Tuesday, April 10

At 12:20 a.m. police ticketed Bradley James Schueler, 20, of Minnesota City, for underage consumption. He had a preliminary breath test of .083 percent.
