Friday, April 13
•At 6:34 p.m. police cited a 15-year-old Winona boy and a 16-year-old Winona boy for theft by shoplifting after the two allegedly tried to steal trading cards valued at $9.99 from Shopko.
Wednesday, April 18
•At 7:30 p.m. police were called to a residence on the 1700 block of West Seventh Street on a report of a domestic disturbance and child abuse. Police said a four-year-old boy said Marlena Monique Pledger, 27, of Winona, spanked him with a belt causing a welt the size of a penny. An adult male at the residence told police that she had clawed and scraped his arms, locked herself in the residence with the child and that he feared for the child. Police arrested Pledger on potential charges of fifth degree domestic assault causing harm.
•At 8:34 p.m. police were called to a residence on the 1700 block of West Seventh Street on a report that a woman there was trying to take two children, aged four and nine, from the home without permission. The reporting party followed the woman when she took the children and telephoned police, alerting officers to her location. Police found the woman, Wendy Barlow, 44, of Winona, at Mankato Avenue near Lake Park and arrested her on potential charges of kidnapping, obstructing the legal process and depriving a person of parental rights. Police said before she was handcuffed she raised her arm as though she would strike an officer, but was quickly turned around by another officer.
Thursday, April 19
•At 12:55 a.m. police observed a man staggering outside of Gabby’s Bar on Third Street and recognized him as Michael Benjamin Price, 23, of Winona, who is on probation requiring he abstain from alcohol consumption. Police said he appeared intoxicated, and as officers were taking him to jail, he allegedly attempted to drop something into a woman’s purse when he hugged her. Police said the metal box missed the purse and fell to the ground. The box contained several Schedule II prescription medications, and he was referred to the county attorney for potential fifth degree controlled substance violation charges.
Thursday, April 19
At 8:44 a.m. police arrested Mitchell Carleton Hoy, 24, of Winona, for domestic assault harm and domestic strangulation after he got into an argument with his ex-girlfriend about a guy she was seeing. It was reported that he put his hands around her neck and held her against a wall. It was reported that he had a key to her house located on the 600 block of East Third Street and let himself in.
At 2:37 p.m. police ticketed Michelle Elizabeth Bush, 29, of Winona, for trespassing after she entered Warehouse Liquor. She was given a notice that she was no longer welcome in the store in October.
