Wed., August 15

At 4:01 p.m. deputies arrested Santino Leigh Laporta, 20, of Winona, for possession of a controlled substance, possession of drug paraphernalia, open bottle and minor possession of alcohol after deputies pulled Laporta over near Main and Eleventh streets for expired registration. When deputies made contact with Laporta, they detected the strong odor of burnt marijuana. Deputies searched the vehicle and found several partially smoked marijuana cigarettes, a glass pipe, an amphetamine capsule and a bottle of spiced rum.

Wed., August 15

At 10:48 p.m. police arrested Desmond Maurice Matthews, 31, of Winona, for probation violation, and providing a false name and date of birth after officers were called to the 1700 block of Kraemer Drive on a call of loud music. When officers made contact with Matthews, they detected the odor of alcohol.

At 12:30 p.m. police referred Joshua Lee Carpenter, 25, of Winona, to the county attorney’s office for a charge of fifth degree domestic assault, malicious punishment of a child after officers and human services responded to a welfare check of two boys in the care of Carpenter. According to the report, Carpenter allegedly struck an 8-year-old boy and a 12-year-old boy with a horse crop, leaving marks on both juveniles. One of the boys showed various bruises to an officer and said he received them from Carpenter throwing things.

At 10:30 p.m. police arrested Devin Bernard Bryson, 24, of Goodview, for fourth degree driving while intoxicated, third degree test refusal, possession of a lethal weapon, possession of synthetic marijuana and possession of drug paraphernalia after officers pulled Bryson over in an alley near Fifth and Vine streets. Officers initiated the traffic stop after it was determined that Bryson had a warrant out for his arrest on a different charge of illegal possession of a fire arm. Officers then searched Bryson’s car after seeing a green pill on the front passenger seat.

Thursday, August 16

At 12:11 a.m. police responded to a call of a garage fire at a residence in the 400 block of Maceman Street. The resident said he suspected the fire started after the garage was struck by lightening. The fire was extinguished and no injuries were reported.

At 4:11 a.m. police ticketed a 14-year-old male from Winona and a 16-year-old male from Kasson, Minn., for underage consumption of alcohol in the 650 block of East Third Street.

Friday, August 17

At 12:27 a.m. police ticketed Marcus Allan Buescher, 20, of Faribault, Minn., for underage consumption of alcohol, underage possession of alcohol and providing false name and date of birth after officers saw Buescher sitting on a curb near Eighth and Center streets with a bottle of liquor and can of beer in his possession.

At 1:44 a.m. police ticketed Rain River Ozturk, 20, of Apple Valley, Minn., for minor consumption of alcohol after officers saw Ozturk walking near Huff and Eleventh streets with what appeared to be a blue can in her hand. Officers detected the odor of alcohol and Ozturk had a blood alcohol content of .12 percent.

At 6:04 a.m. police ticketed Nathan Henry Grossell, 56, of Winona, for public consumption in Levee Park. Grossell had a blood alcohol content of .17 percent.

Court news

A complaint has been filed against Rafael Russell Peil, 46, of Goodview, for charges resulting from an altercation with two police officers earlier this month. According to the complaint, Goodview police officers on patrol August 12, 2012, around 12:25 a.m., noticed a large amount of smoke coming from a residence in the 30 block of Michigan Lane. Upon investigation, the officers saw a fire burning in an unattended pit. When officers made contact with Peil, they told Peil the fire must be completely extinguished. A verbal altercation ensued and officers asked to speak to the owner of the house. Peil then advanced toward an officer and grabbed his shirt sleeve. The altercation turned physical and during the scuffle, Peil hit an officer in the right eye and chin. Peil is facing charges of fourth degree assault and obstruction of the legal process with force. He is to appear in court on August 23, 2012, at 8:30 a.m.
