Friday, August 17

•At 1:50 a.m. police cited Jaime Elizabeth Moran, 21, of Bloomington, Minn., for public consumption of alcohol after she was seen walking with an open beer at Ninth and Huff streets.

Sunday, August 26

•At 1:38 p.m. police received a report of damage to property at 159 East Third Street. A large front window was reportedly broken by what police said appeared to be some kind of “projectile.”

Wed., August 29

•At 12:04 p.m. police received a report of damage to a vehicle while it was parked on the 400 block of West Mark Street. One tire was reportedly slashed on August 24.

Thursday, August 30

•At 1:29 a.m. police stopped a vehicle for speeding at Eighth and Huff streets. The driver, Dustin Harold Jacobs, 22, of Winona, allegedly showed signs of intoxication and was cited for third degree driving while intoxicated with a blood alcohol content measured at .16 percent.

•At 10:44 p.m. police observed a man walking with a mixed drink on the 400 block of Franklin Street. Benjamin Matthew Fischer, 18, of Eagan, Minn., was cited for underaged consumption of alcohol with a blood alcohol content measured at .17 percent.

•At 11:21 p.m. police observed several people standing on the 100 block of West Eighth Street, one carrying a large bottle of vodka, which he tried to hide when police approached. David Daniel Enstad, 19, of Albert Lea, Minn., was cited for underaged consumption of alcohol with a blood alcohol content measured at .31 percent. He was taken to detox. Whitney Lee Rasmussen, 18, of Albert Lea, Minn., was cited for underaged consumption with a blood alcohol content measured at .05 percent. Madison Marie Grausam, 19, of Brainerd, Minn., was also cited for underaged consumption of alcohol with a blood alcohol content measured at .10 percent.

•At 9:45 p.m. police observed a man walking with an open beer at Sixth and Winona streets. Joshua Cole Binndorf, 19, of Savage, Minn., was cited for underaged consumption of alcohol with a blood alcohol content measured at .14 percent.

•At 9:54 p.m. police observed several people with red cups at Eighth and Wilson streets, who then put them down when police approached. Estrella Rose Winters, 19, of Winona, was cited for underaged consumption of alcohol with a blood alcohol content measured at .103 percent.

Friday, August 31

•At 1:21 a.m. police observed a fight near Main Street between Third and Fourth streets. Jeffrey Steven Strandlie, 19, of Winona, allegedly showed signs of intoxication and was cited for underaged consumption of alcohol with a blood alcohol content measured at .24 percent.

Wed., August 29

•At 2:09 a.m. an officer stopped a vehicle at Huff Street and Broadway in the city of Winona after observing it nearly strike a parked car during a turn. The driver, Alex James Byon, 18, of Winona, allegedly showed signs of intoxication and was cited for fourth degree driving while intoxicated, under 21 drinking and driving and underaged consumption of alcohol. His blood alcohol content was measured at .07 percent.

•At 12:01 a.m. an officer stopped a vehicle at Fourth and Market streets in Winona after noticing the vehicle had expired tabs and the driver matched the description of a man without a license. The driver, Dennis Ruiz, 36, of Wilmont, Minn., allegedly showed signs of intoxication and was cited for fourth degree driving while intoxicated and driving with a suspended license. His blood alcohol content was measured at .11 percent.
