The City has researched state statutes and local ordinances regarding the lawn mowers temporarily parked on various city streets with campaign signs attached to them, and has concluded that the only restriction that applies is the City’s 20-hour parking ordinance. It is certainly possible that the City of St. Paul has different regulations governing parking on its streets. While MN Statute prohibits campaign signs from being placed on street and highway rights-of-way, it was determined that if the signs are on a vehicle, the prohibition does not apply provided the vehicle to which the signs are attached is otherwise compliant with applicable regulations and laws. In the event that citizens have a complaint regarding a possible violation of an ordinance or state law occurring in the City of Winona, such complaints should be made to the Winona Police Department.
