On November 9, the Office of the Assistant Secretary for Community Planning and Development at the US Department of Housing and Urban Development (HUD) announced a notice of funding availability for competitively distributing homeless assistance through the annual Continuum of Care (CoC) application. The CoC Homeless Assistance Program is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, States and local governments to quickly re-house homeless individuals and families while minimizing the trauma and dislocation inherent to homelessness; to promote access to and effective utilization of mainstream programs by homeless persons; and to optimize self-sufficiency among them. Applications are due to HUD on January 18, 2013 and are required to be completed and submitted using e-snaps, an electronic application system developed specifically for the CoC competition.
Each CoC seeking funding for its new and renewal projects is required to submit a consolidated application consisting of three parts: (1) the CoC Application, providing information about the CoC planning body, governance structure, overall performance, and the strategic planning process; (2) individual Project Applications, providing details about who each project will serve and the type of housing and services being proposed; and (3) the Priority Listing, a priority ranking of all projects seeking funding.
Three Rivers Community Action, Inc. is responsible for preparing the annual River Valleys CoC application that covers the following counties: Blue Earth, Brown, Dodge, Faribault, Fillmore, Freeborn, Goodhue, Houston, LeSueur, Martin, Mower, Nicollet, Olmsted, Rice, Sibley, Steele, Wabasha, Waseca, Watonwan and Winona. Anyone requesting renewal of their project, and any nonprofit organization or unit of government interested in applying for bonus funds for new or expanded permanent supportive housing for chronically homeless families and individuals must attend the December 13 CoC meeting which will be held from 9:00 AM – 1:00 PM at the VFW, 135 Oakdale Street, in Owatonna. Potential new and renewal applicants must be prepared to present their proposals and answer questions about them before the projects will be considered for submission.
