Who gets recycling pickup in the alley? (12/23/2012)

Some residents in the city of Winona may have their recycling carts emptied in the alleys, while others must place the carts at the curb.
Winona County Recycling Coordinator Anne Morse explained, “Residents with driveways to the street should place carts on the curb. Only residents without street access will have their carts picked up in alleys.”
