At 1:30 a.m. police arrested Andrew Mason Foss, 49, of Winona, for fourth degree driving while intoxicated after an officer on patrol observed Foss driving erratically near Fourth and Franklin streets. According to the report, Foss drove through the intersection of Fourth and Franklin streets at a high rate of speed before turning onto Broadway Street. The officer then observed Foss turn left on Huff Street, lose control of his vehicle, and hit a curb. The officer made contact with Foss and detected the odor of alcohol. The officer conducted a field sobriety test and took Foss into custody. At the law enforcement center, Foss had a blood alcohol content of .19 percent.

At 11:27 a.m. police ticketed a 14-year-old Winona male for disorderly conduct after he threatened to beat up a juvenile female at the Greenhouse on the Southeast Technical College campus.
At 3:02 p.m. police ticketed a 16-year-old Winona Senior High School student for possession of a small amount of marijuana and possession of drug paraphernalia after a security official found the juvenile smoking in an on-site bathroom. The student admitted to smoking marijuana and was turned over to a parent.
