At 4:44 p.m. deputies assisted in a one-vehicle accident on Kipp Drive, one mile east of County Road 3 near Great River Bluffs State Park. According to the report, Scott Owen Turnbull, 52, of La Crescent, was driving his vehicle on the road, which was heavily packed with snow and ice, when it went off the curb and rolled into a ditch. Turnbull was transported via ambulance to Franciscan Healthcare in La Crosse with non-life-threatening injuries.
Friday, January 4
At 1:14 a.m. deputies arrested and referred Barry Allan Hakes, 27, of St. Charles, for second degree driving while intoxicated after he was pulled over for an object suspended from his rearview mirror. According to the report, a deputy on patrol on Highway 74 near St. Charles saw a gray sedan leave the parking lot of Whitewater Valley Orchard and drive southbound toward St. Charles. The deputy followed the vehicle, which then parked outside a residence for a short period. The deputy observed the vehicle leave the residence and noticed a suspended object hanging from the rearview mirror. The deputy stopped the vehicle on Whitewater Avenue near Fourth Street and reported the driver, identified as Hakes, as having slurred speech and bloodshot, watery eyes. Hakes admitted to having several alcoholic beverages. The deputy administered a preliminary breath test and arrested Hakes. At the law enforcement center, Hakes submitted to a preliminary breath test and had a blood alcohol content of .20 percent.
Saturday, Dec. 29
At 3:16 p.m. police assisted in a one-vehicle accident near Sixth and Sioux Streets. According to the report, Stephen Norman Edwin Clopp, 24, of Buffalo City, Wis., was northbound on Sioux Street when he lost control of his vehicle and struck a power pole. He was complaining of head pain and was transported via ambulance to Winona Health with non-life-threatening injuries.

At 11:22 p.m. police ticketed Austin Nicholas Hawkings, 20, of Minnesota City, for theft after he allegedly stole cash from an inside jacket pocket belonging to a 22-year-old female. According to the report, the female said she was with Hawkings and a group of friends shopping earlier in the day. She withdrew approximately $400 in cash from an ATM and spent $100. She said she placed the rest in her inside jacket pocket. Later that day, she reported the cash missing to police, who subsequently ticketed Hawkings.
Sunday, January 6
At 3:56 a.m. police arrested and referred Amelioleona Janquese Mitchell, 29, of Winona, for domestic assault causing harm and fear, felony domestic assault strangulation, interfering with an emergency call, and false imprisonment after he was allegedly involved in a physical altercation with a 30-year-old female. According to the report, a verbal argument turned physical when Mitchell allegedly held the victim on a bed, grabbed her throat, held a pillow on her face, and hit her head several times against the headboard. When the female victim tried to leave, Mitchell allegedly tackled her to the ground. The victim was able to get out of the house and run to a neighbor’s home. Officers later arrested Mitchell at his mother’s house in St. Charles.
