The Winona County Planning Commission is expected to review several proposed zoning ordinance changes Thursday during its regular meeting at 7 p.m. at the Winona County Government Center on Main Street.
Dozens of changes have been recommended by county staff, ranging from correction of typos to regulations too onerous for landowners to implement. Winona County Zoning Administrator Eric Johnson said the commission is expected to address some of the proposed changes, but to actually change the county zoning ordinance, public hearings would have to be scheduled.
Along with dozens of ordinance changes recommended by county employees, new Winona County Commissioner Steve Jacob has a proposal for the zoning ordinance, too. During his campaign, Jacob said he would like to amend the "nonconformity" section of the ordinance. The nonconformity section addresses restrictions for land that once conformed to the county's land use rules, but no longer does, due to changed regulations in the new ordinance.
Jacob said he would like to replace language in the ordinance so that all homes and land uses that conformed before the new rules were put into place could remain complaint, rather than have them carry the "nonconformity" label as they do now.
If county leaders decide to pursue the list of ordinance changes suggested by county staff members, Jacob's requested ordinance change will likely be considered in the process.
