At 1:13 a.m. deputies arrested Joseph Minnis, 26, of Winona, for third degree driving while intoxicated on 6th Street in Goodview. According to the report, a deputy noticed Minnis driving with his high beams on behind another vehicle, pulled Minnis over, and told him he needed to turn off his high beams. The deputy noticed an odor of alcohol in the vehicle and conducted a field sobriety test, which Minnis failed. A preliminary breath test indicated Minnis had a blood alcohol content of .145 percent. A urine test collected at the law enforcement center showed Minnisí blood alcohol content to be .1 percent. According to deputies, Minnis had one prior driving while intoxicated conviction.

At 12:35 a.m. deputies arrested Gregory Wilson, 22, of St. Charles, for third degree driving while intoxicated after he allegedly drove into the ditch on Highway 74 south of St. Charles and was found passed out in his vehicle with vomit on his clothing. Deputies responded to a possible medical emergency, after an unresponsive person in a vehicle was reported. According to the report, deputies neared Wilsonís vehicle, which was stopped in the wrong lane, when Wilson allegedly started the vehicle and began driving. According to the report, Wilson allegedly drove into the ditch. When deputies reached Wilsonís vehicle, they could not tell if he was breathing or not. Fearing for Wilsonís life, the deputy broke the window of the vehicle to unlock the door. The deputies found that Wilson was breathing but unconscious. Wilson was taken in a St. Charles ambulance to Winona Health. According to the report, Wilsonís speech was extremely slurred and a preliminary breath test showed his blood alcohol content was .286 percent. A later blood test revealed his blood alcohol content was .24 percent.

At 1:18 p.m. officers ticketed Elatonya Dias Russell, 22, of Winona, with theft after she allegedly tried to return $118 worth of stolen goods to the Winona Wal-Mart. According to the report, on Monday, January 28, store employees observed Russell and another suspect walk out of the store without attempting to pay for a cart full of diapers, detergent, toilet paper, childrenís clothing, a coat, and jewelry. On Tuesday, Russell returned to the store and allegedly tried to return some of the goods taken the day before.
At 1:20 p.m. officers ticketed Amber Jean Patterson, 26, of Winona, with theft after she allegedly tried to return a $75.77 comforter without receipt to the Winona Wal-Mart.
At 4:07 p.m. officers ticketed Johnetta Sherri Walker, 37, of Winona, for theft after she allegedly tried to exchange an air mattress valued at $96 for cash at the Winona Wal-Mart. Video from the store showed that Walker walked in without an air mattress. She then allegedly arrived at the customer service center and tried to return an air mattress without a receipt.
At 10:35 p.m., officers arrested Tracy Lynn Hazelton, 42, of Winona, with felony first degree driving while intoxicated, after she was found stalled in her vehicle at the base of the Interstate Bridge at 4th and Winona streets. According to the report, an off-duty Fountain City officer came upon a vehicle belonging to Hazelton stalled in the south-bound lane of Winona Street. The vehicle was smoking, and the officer asked Hazelton if she hit something. She allegedly replied, ďNo. I was doing the dishes.Ē The officer smelled alcohol, and conducted a field sobriety test, which Hazelton failed. A preliminary breath test indicated her blood alcohol content was .21 percent. Hazelton had several prior convictions for driving while intoxicated, and so was referred for felony first degree driving while intoxicated. She is currently in custody.
