Senator Obama in the 2008 presidential election lambasted President George W. Bush for enhanced interrogation methods. Senator Obama stated that "water boarding" was torture and is not the way the United States treats prisoners. Even though only three high-ranking terrorists were water boarded which eventually led to the killing of Bin Laden. President Obama on the first days of his presidency by executive order stopped enhanced interrogation, including water boarding.
Now it has been leaked that a secret legal memo on how President Obama can target U.S. citizens abroad by drone attacks exists. The unclassified memo states it is legal for President Obama to kill U.S. citizens abroad if he believes they are a threat.
