Level 3 sex offender released (03/03/2013)

A level three sex offender was released from prison and moved into the 400 block of Sioux Street, Winona on Wednesday. Ramone LaMont Newell, 27, was convicted for exposing himself to adult and adolescent female victims in public spaces, peering at victims through their windows, at times masturbating, and grabbing one sleeping victim’s leg through a window. He was not acquainted with his victims. Newell is six feet, nine inches tall, 200-pounds, African-American, and of a medium build.
