Annexation and the future of Winona: a series (03/31/2013)
The city of Winona's "ultimate growth" plan in 2002 mapped out $58 million in sewer and water costs to annex Wilson Township land south of the city. Some of that growth has been realized, and a request to annex more land for industrial development at I-90 has been shelved for years. What will the future hold for the island city? And, who will pay for the multi-million dollar price tag for additional annexation?
