Winona County

Wednesday, April 24

• At 7:27 a.m. officers arrested Tina Bublitz, 41, of Ridgeway, for domestic assault causing fear after she allegedly struck an adult male several times. Bublitz denied the allegations. There were no witnesses.

Thursday, April 25

• At 6:51 p.m. deputies arrested Mitchell Tiberious Foss, 18, of Winona, for fifth-degree possession of a controlled substance after they found what is believed to be marijuana, LSD, and other prescription drugs at his residence. Deputies came to the residence to arrest Foss on a separate warrant, when his mother reportedly presented officers with a container of what is presumed to be marijuana and a glass pipe, saying it belonged to Foss. The woman also told officers that Foss had LSD in his car. A search of the vehicle uncovered what is believed to be LSD and various unknown pills, according to the report.

• At 7:56 p.m. deputies arrested Michelle Marie St. Amour-Smith, 39, of Altura, for domestic assault causing fear and domestic assault causing harm after she allegedly struck an adult male multiple times. Amour-Smith denied the claims, but witnesses corroborated the man’s complaint. Amour-Smith was taken to the hospital for possible alcohol poisoning before being taken into custody.

Friday, April 26

• At 1:27 a.m. deputies arrested Jeffrey David Walters, 23, of Rollingstone, for fourth-degree driving while intoxicated after he was stopped for drifting on Highway 248 near Highway 61. Walters failed a field sobriety test and a preliminary breath test indicated his blood alcohol content was .11 percent, according to the report.

Winona Police

Thursday, April 25

• At 2:53 a.m. officers ticketed Dennis Ruiz, 36, of Winona, for having a noisy party following two complaints.

• At 5:15 a.m. officers arrested Jack Charles Kluver, 25, of Winona, for probation violation and obstructing the legal process after they responded to a report by a neighbor of possible domestic violence at Kluver’s residence. Kluver and an adult female refused to open the door to the residence to police. Police informed the adults that they would force the door open because they believed an assault was taking place. As an adult female opened the door officers saw Kluver run and hide in a bathroom, according to the report. Kluver refused to open the door of the bathroom, and when officers broke the door open, Kluver “tussled with officers,” police officials said. No charges of domestic assault are pending at this time.
