Winona’s top taxpayers, employers (05/29/2013)
Top taxpayers

Ten businesses make up 12 percent of the city’s property tax base, according to the 2012 report. Xcel Energy accounted for two and a quarter percentage points of the city’s total tax capacity last year. Mike Rivers’ hotel and contracting business, Rivers Development and Construction, was the second-largest contributor to Winona’s property tax base.

City Finance Director Mary Burrichter pointed out that other cities rely much more heavily on their top taxpayers, which can backfire if something happens to those companies. It is a good thing that Winona’s top ten taxpayers do not account for more than 12 percent of the tax capacity, she said.

3. Rivers Hotel Company, Inc.

4. Mills Properties (Mills Fleet Farm)

5. Winona Mall

6. International Malting Company

7. Menards, Inc.

8. Mikrut Properties

9. Pennwinn Associates (JC Penney)

10. Kelsey-Hayes Company (Lake Center/Lucas Industries)

Top employers

Fastenal, Winona Health, and Winona State University are the city’s top employers with 1,000 plus jobs each—Fastenal has 1,432 employees and accounts for nine percent of total employment in the county. As a whole, the city’s top ten employers make up 42 percent of employment in the county.
