Winona hits halfway mark in bike path donations (07/31/2013)

The city of Winona announced that it is halfway to its $140,000 goal for matching donations for the Lake Park bike path renovation. In a press release, City Manager Judy Bodway recognized contributions from the Ping Memorial Fund and Wieczorek Memorial Fund.

The city had planned to borrow for the project until an anonymous donor approached Bodway, who then opted to pursue private funding of the project.

Council member George Borzyskowksi explained that concerns over a plan to designate Lake Park as an industrial park led the city to change its funding plans. The industrial park designation, under a state statute governing economic expansion areas, would have allowed the city to borrow money for the project without voter approval.

Bodway said that there were no problems with industrial park designation and borrowing plan.

That initial plan for Lake Park was tied to a similar arrangement, which is still in place, to borrow $1.2 million for renovations of the airport without voter approval.
