Understanding and improving air quality (08/04/2013)

Three cheers for the Winona Citizens Environmental Quality Committee (CEQC). With environmental quality, which includes health and safety, as their mandate, they clearly proposed air quality monitoring as immediately important and even suggested two MPCA programs to understand and improve air quality. This is the only “official” city entity to take air quality issues as important and not try to brush them aside.

City staff are concerned with “regulating” whereas the CEQC is concerned with environmental quality. The difference has been difficult for many to understand. One needs to understand where Winona is, and might be, before one starts to consider regulating. Otherwise you are doing it in the dark. It would only take a few daylight hours at the foot of the Mississippi bridge to understand air quality there is terrible at times. How much of an appreciation for what monitoring numbers might mean could be gained by a real time PM2.5 monitor placed there for a few days! (Maybe colocated with a few city Planning Commission members and/or city council members!)

Now it is up to the Planning Commission members to remember their mandate is to get their heads out of the sand and PLAN.
