Winona city staff released plans to designate half of Latsch Island and other nearby river land as an industrial park. In past meetings, City Manager Judy Bodway has explained plans to designate the municipal airport as an industrial park, opening a legal pathway for the city’s Port Authority to bond for improvements to the airport without voter approval, as is normally required under state law.
Now, an agenda from the city staff announces plans to include the upriver half of Latsch Island and many acres along the river in that expansion of the Riverfront Industrial Park. The Port Authority will hold a public hearing on the proposal on Thursday, August 8 at 4 p.m. at city hall.
