Piece of Latsch Island in industrial district (08/11/2013)

A small section of Latsch Island, which includes two secluded beaches southwest of the marina parking lot, is part of the Riverfront Industrial Development District, according to the amended map approved by the Port Authority Commission.

The new map shows a piece of Latsch Island as already part of an industrial park. That does not match previous maps, which indicated that any industrial park designation on Latsch Island would be new.

The discrepancy was not mentioned by city staff or presented as a change. In fact, City Manager Judy Bodway repeatedly told commissioners and the public that the amended map would remove Latsch Island from the industrial district.

The new map "takes out the Latsch Island portion," Bodway said. "It includes strictly the airport area," she added.

The commission unanimously approved Bodway's recommendation to approve the amended map. "That includes taking the Latsch Island property out?" asked Port Authority commissioner and City Council member George Borzyskowski just before the vote.

"Yes," Bodway replied.

Bodway did not reply to a request to discuss the maps before the Winona Post went to press.

The rest of Latsch Island was removed from the proposed expansion, as was a section of Upper Mississippi Wildlife Refuge.
