Winona Police officers arrested registered sex offender Ramone Lamont Newell for interference with privacy after he allegedly peered through a window into a Winona woman’s home on the 350 block of Grand Street on Monday, August 12, at 9:51 p.m. The young woman said she had just sat down to dinner when she saw a man staring in at her with his face inches from the glass. She screamed and a friend ran after the man, but could not find him. Officers found Newell, whose clothing and appearance matched the woman’s description, nearby. In a line-up, the woman told police she was 90 percent sure that Newell was the window peeper.
Newell moved to Winona in March, was taken into custody for violating his probation and rereleased last month. According to the Department of Corrections, Newell’s criminal sexual conduct involved window peeping and indecent exposure. Once, Newell reached through a window to grab a sleeping victim’s leg, according to reports. Newell had been residing on the 400 block of Sioux Street. He was still in custody when the Winona Post went to press.
