What conflict of interest? (10/30/2013)
From: Mary A. Cichanowski

Recent letters to the editor have been calling for commissioner Jacob to disclose his alleged conflicts of interest in the upcoming vote on the proposed zoning amendments. I have been present at meetings where the County Attorney or Assistant County Attorney indicated that there is no conflict of interest. These votes are quasi legislative, not quasi judicial. The zoning ordinance puts rules on all property owners of Winona County except for those who own property in the city limits; they do not apply only to commissioner Jacob.

Citizens have the right to representation on the Board of County Commissioners. I am a rural property owner, and I do not believe that I would be properly represented only by commissioners that reside in the city who are making rules that do not apply to them. I keep hearing that this is not a city versus rural issue. Then please stop making it that way, or allow rural property owners to make decisions that impact city property rights.
