Friday, March 21

• At 6:16 p.m. police responded to a report of a smashed window on a vehicle parked on the 500 block of East Third Street. Police have no suspects.

• At 11:56 p.m. Achidi Achu Oketch, 18, of Winona, was ticketed for underage consumption of alcohol on the 200 block of Winona Street after police responded to a report of a suspicious person.

Saturday, March 22

• At 12:28 a.m. police responded to a domestic disturbance at a residence on the 200 block of East Sixth Street. Kathryn Marie Hinz, 23, of Winona, was arrested for domestic assault.

• At 1:39 a.m. Chayne Tair McNamara, 23, of Winona, was cited for fourth-degree driving while intoxicated after a traffic stop near Sarnia and Grand streets.

• At 3:24 a.m. police stopped a vehicle near Fairfax and Hanover streets and ticketed Judson David Foster, 18, and Brian Edward Puetz, 18, both of Winona, for underage consumption of alcohol.

• At 9:13 a.m. police responded to a domestic disturbance at a residence on the 100 block of West Third Street. Jonathan Joseph Light, 28, of Winona, was arrested for fifth-degree domestic assault.

• At 8:28 p.m. Jacob Dale Spoolman, 18, was cited for underage consumption of alcohol at a residence on the 200 block of East Wabasha Street.

Sunday, March 23

• At 12:54 a.m. police stopped a vehicle near 10th and Huff streets and arrested Todd Lorne Banks, 21, for an outstanding warrant from Olmsted County. Banks was also cited for driving after revocation, giving police a false name and date of birth, and allowing an open bottle in a motor vehicle.

• At 1:15 a.m. Brady Nicholas Weldon, 20, of Winona, was ticketed for underage consumption of alcohol on the 50 block of West Howard Street.

• At 2:45 a.m. police stopped a vehicle near Grand and 12th streets and ticketed Dylan Jacob Hess, 22, of Winona, for fourth-degree driving while intoxicated. A passenger in the car Hess was driving at the time was ticketed for a seatbelt violation.

• At 7:04 a.m. police responded to a report of a tire slashed on a vehicle parked on the 600 block of Gilmore Avenue. Police have no suspects.

• At 7:18 a.m. police responded to a report of a tire slashed on a vehicle parked on the 500 block of Lincoln Street. Police have no suspects.

Monday, March 24

• At 3:42 a.m. police responded to a domestic disturbance at a residence on the 350 block West Howard Street. Mark Andrew Gerards, 22, of Winona, was cited for fifth-degree domestic assault.

• At 4:24 p.m. police responded to a report of a tire slashed on a vehicle parked on the 500 block of Dacota Street. Police have no suspects.

• At 11:32 a.m. police responded to a report of a laptop theft from a vehicle parked on the 450 block of West Broadway Street. Police have no suspects.

• At 11:52 p.m. police stopped a vehicle near Sixth and Mankato streets and arrested Osei Junior Owusa, 22, of Winona, for an outstanding Department of Corrections warrant. Owusa was also cited for not having a Minnesota driver’s license, giving police a false name, and having no proof of insurance.

Tuesday, March 25

• At 12:29 a.m. Jeffrey James Meyer, 41, of Winona, was stopped at Huff and Ninth streets when he was ticketed for fourth-degree driving while intoxicated and for leaving the scene of a property damage accident.

Saturday, March 22

• At 7:50 p.m. deputies were called to a residence on Old Homer Road. When deputies arrived they were greeted by medical personnel and an individual who wanted to report being assaulted. The 49-year-old female victim told deputies that she got into an argument with the suspect, who she claimed had been “drinking all day.” The suspect reportedly yelled at the victim, slapped her in the face, choked her, and then slapped her on the face two more times, which caused her glasses to fall off. The victim said that she “felt like [she] was going to pass out” and got the suspect to call for an ambulance. Deputies arrested Kevin Crawford Pickens, 50, of Winona, for domestic assault causing harm. Pickens denied he had assaulted the victim.

• At 11:04 p.m. a deputy near County Road 17 and Cowboy Lane in Witoka was running stationary radar when he observed a car speeding. Thomas Edward Carlson, 44, of Winona, was originally pulled over for speeding and subsequently given a preliminary breath test after he admitted to having consumed several drinks. Carlson’s breath alcohol content was measured at a .10 percent and he was arrested for fourth-degree driving while intoxicated.
