Winona Police 

Sunday, March 14 

• Officers arrested Cortney Michael Hall, 50, of Winona, on charges of domestic assault by strangulation. According to the report, Hall allegedly choked, hit, grabbed and pushed someone on the 450 block of East Eighth Street. 

Monday, March 15

• At 6:18 a.m. officers arrested Divontay Maurice Pinkerton, 28, of Winona, and referred him to the county attorney for a potential charge of motor vehicle theft. According to the report, a resident on the 1000 block of West Ninth Street turned their vehicle on outside their residence to warm it up and went inside the residence. When they came back outside a few minutes later, the vehicle was gone, according to the report. The resident then reportedly saw the vehicle turn down the street and stop. They yelled at the person driving the vehicle to stop, according to the report. The person driving reportedly ran from the vehicle. Officers set up a perimeter and located Pinkerton, according to the report. Footprints in the snow by the residence allegedly matched footprints in the snow within the perimeter. 

• At 8:53 p.m. officers arrested Nicole Klink, 33, of Winona, and referred her to the county attorney for potential charges of violating a domestic abuse no contact order, driving with expired registration and driving after suspension. According to the report, officers recognized Klink and a passenger in a vehicle she was driving on Broadway and Main Street. Officers then confirmed that the passenger had a domestic abuse no contact order against Klink, according to the report. 

Tuesday, March 16

• At 12:54 p.m. officers arrested Kyle Lee Brown, 31, of Rushford, Minn., and referred him to the county attorney for potential charges of making terroristic threats and violating a domestic abuse no contact order. According to the report, someone with a domestic abuse no contact order against Brown was in a vehicle with others on the 1200 block of Gilmore Avenue when Brown, while driving behind in another vehicle, texted them several threatening messages.      

Wednesday, March 17

• At 11:16 p.m. officers arrested Chase Michael Wehner, 22, of Winona, and referred him to the county attorney for potential charges of fifth-degree possession of a controlled substance and introducing a contraband substance into a jail. They also arrested him on existing warrants. Additionally, they arrested Jonathan Marquist Payton, 35, of Winona, and referred him to the county attorney for potential charges of fifth-degree possession of a controlled substance and driving after revocation. According to the report, officers recognized Wehner in a vehicle on the 350 block of Cottonwood Drive. A substance in a bag on his person allegedly field-tested positive for methamphetamine. According to the report, Payton was operating the vehicle Wehner was in. Officers allegedly found a pipe with a white, crystallized substance in the center console. They also allegedly observed Payton try to swallow a clear bag with a white, powdery substance in it.  

Friday, March 19

• Officers received a report that two unknown individuals walked up to two people and hit them on the 200 block of East Third Street. The incident is still under investigation. 

Saturday, March 20

• At 12:33 p.m. officers referred Donovan Cole Chandler, 36, of Winona, to the county attorney for a potential charge of violating an order for protection. According to the report, officers received a report that Chandler drove by the residence of someone with an order for protection against him several times on the 1100 block of West Broadway. Officers are still attempting to locate him, according to the report. 

 

Winona County 

Wednesday, March 17

• Deputies arrested Justin Lee Hahn, 34, of Utica, and referred him to the county attorney for a potential charge of gross-misdemeanor domestic assault on the 16000 block of Sandstone Drive.

Thursday, March 18

• At 5:14 p.m. deputies received a report that someone entered an unoccupied residence on the 35000 block of Old Homer Road by prying open a window. According to the report, it is not known what was taken. 

• At 2:03 p.m. deputies referred Cortney Michael Hall, 50, of Winona, to the county attorney for a potential charge of damaging property after he reportedly damaged a smoke detector and alarm at the Winona County Jail. 

Saturday, March 20

• At 10:18 p.m. deputies arrested Armand Paul Riska, 38, of Winona, and referred him to the county attorney for a potential charge of fourth-degree driving while intoxicated on Highway 61 near The Black Horse. A breath test reportedly measured his blood-alcohol content at 0.14 percent. 

Sunday, March 21

• At 3:01 a.m. deputies arrested Morgan Elizabeth Tremel, 20, of Winona, and referred her to the county attorney for a potential charge of fourth-degree driving while intoxicated. According to the report, deputies initially pulled her over for alleged lane violations on I-90 at mile marker 272. A breath test reportedly measured her blood-alcohol content at 0.11 percent.
