Winona Police 

Tuesday, August 25

• At 1:46 p.m. officers arrested Griffin Hall Foster, 29, of Winona, on a warrant and referred him to the county attorney for a potential charge of fifth-degree possession of a controlled substance. Officers reportedly found that Foster had suboxone while arresting him on a warrant on the 450 block of West Seventh Street. 

Friday, August 28

• At 10:20 p.m. officers arrested Sean Timothy Tschumper, 33, of Winona, and referred him to the county attorney for a potential charge of fourth-degree driving while intoxicated. According to the report, he was initially pulled over for having a brake light out on Third and Huff streets. A breath test reportedly measured his blood-alcohol content at 0.15 percent. 

Saturday, August 29

• At 1:53 a.m. officers tickled Hunter Robert Cisewski, 18, of Winona, with underaged consumption of alcohol while driving on Fifth and Sioux streets. 

• At 12:06 p.m. officers tickled Timothy Paul Schmalenberg, 55, of Winona, with theft by shoplifting at Target. 

• At 9:14 p.m. officers arrested Jessica Ann McKee, 44, of Kasson, Minn., and referred her to the county attorney for a potential charge of driving after cancellation inimical to public safety on Broadway and Huff Street. 

Sunday, August 30

• At 3:38 p.m. a woman reported that there were pry marks put in a door of her vehicle around Hy-Vee. 

 

Winona County

Thursday, August 27

• At 2:25 p.m. deputies received a report that a barn on Old Fort Road burned down. Two horses reportedly died in the fire. The fire was caused by an overheated diesel unit, according to the report. 

Saturday, August 29

• At 1:41 p.m. deputies arrested Rafael Rojas, 20, of Carthage, Mo., and referred him to the county attorney for a potential charge of fourth-degree driving while intoxicated on Bruski Drive. A breath test reportedly measured his blood-alcohol content at 0.10 percent. 

• At 8:28 p.m. deputies arrested John Rislove, 61, of Fountain City, Wis., and referred him to the county attorney for a potential charge of driving while intoxicated on Highway 43 and Sievers Drive. A breath test reportedly measured his blood-alcohol content at 0.20 percent. 

• At 10:24 p.m. deputies arrested Larry Tramone Hudson, 37, of Winona, and referred him to the county attorney for a potential charge of gross-misdemeanor driving while intoxicated after he reportedly did not stop at a stop sign on Broadway and Johnson street. A breath test reportedly measured his blood-alcohol content at 0.09 percent. 

Sunday, August 30

• At 1:48 a.m. deputies arrested Dayton Troy Danielson, 22, of St. Charles, and referred him to the county attorney for a potential charge of driving while intoxicated on County Road 33 and Highway 14. A breath test reportedly measured his blood-alcohol content at 0.21 percent. 

• At 11:39 p.m. deputies arrested Jenny Sue Otterson, 34, of Galesville, and referred her to the county attorney for potential charges of fifth-degree possession of a controlled substance, possession of a small amount of marijuana in a motor vehicle and driving without a license on I-90 near mile marker 273. Deputies reportedly found methamphetamine, a small amount of marijuana and a pipe in her vehicle. 

 

Buffalo County

Wednesday, August 26

• At 9:16 a.m. an 83-year-old Wabasha man was taken to a local hospital for the treatment of unknown injuries after being involved in a two-vehicle crash on State Road 35 in the Village of Nelson. The other driver, a 21-year-old Winona woman, was not injured, according to the report.
